Does change of ownership over my townhome transfer to another lease agent without signature? Can he keep the deposit?
  

The landlord can sell to another at any time; no new lease from you is required(as long as it does not say otherwise in your lease). The new owner can keep your deposit on the same grounds your old landlord could, i.e., if you've failed to properly maintain the property.
